Many times when I am editing a card that doesn't exist in the database for a certain set I get a message saying that the set is complete. Many times this isnt the case and the card isnt in that set. Having the ability to add cards in and removing that functions of locking a set would be very helpful.

We want users to be able cards that are missing, but some sets should be totally accurate (or at least we think). Before having some sets locked, some contributors were adding random cards to the wrong sets. Especially inserts or cards from different years. That decreased the accuracy of the database.
