Set a price for shipping

We would like to be able to set a global shipping policy for all cards that are selling,
and save our shipping policy. A few different shipping policy would be saved, so having a few of these 
that we can save, would be useful.

Include what country, shipping price and more information and when a card is sold, add the shipping
cost to the card sold.

Instead of how it is now, we do not see the area to modify the shipping cost and all cards selling
are marked as free shipping?
